The project on E-Publishing and Knowledge System in Agricultural Research (EPKSAR) is developing a software for the e-journal publications, production, archival for the communication link among information generators i.e. public research organizations, and its users. Does this case is an example of reinventing the wheel for the sake of rights on the IP created? Though Human Genome Project is in Public Domain, there are many Patents on it by some Private firms. Does any improvement or customisation in the existing software for E-Publication under Free and Open Source block the way for IP protection?
