Kashmir University vice-chancellor, Prof Reyaz Punjabi's views on Open Access. He was speaking at the inaugural function of the 3-day seminar titled "Open Access Movement: Initiatives, Promotion and Impact" organized by the varsity's department of Library and Information Sciences.
